Single point grounding systems are simply almost always a hasle, that's all. :D

It's required by the NEC?

We can only bond the grounded conductor at the service disconnect. (at one point)
It's the same concept.
I think it needs to be moved to the meter or a disconnect on the outside of a building and grounding electrodes connected there. Not brought inside.

I know there is exceptions but it only apply's to other buildings. and an exsisting dryer circuit. :D

I don't think it matters where it is. And, yes, it is mandated by the NEC. :D

Edit: I should say that I don't think it matters where the ground point is with regard to noise, not lightning.

Thanks guys, I discussed the subject matter with the customer and simply stated that it was a viol;ation of code. I explained it the best way I could and he finally conceded. We are also adding a generator back-up system to the building service but that's a whole new enchilada!
