You can extent the laundry circuit in the laundry area/laundry room and have other items plugged in.

My position is placing as many receptacle outlets on the laundry circuit as you want for the convenience of doing your laundry.

I don't see anything different from the picture than what the OP wants to do.

The other position place as many receptacles as you want on the laundry circuit as long as they are in the vicinity of the laundry equipment, it does not matter what load you are intending they supply.

I guess the key comes down on what the items you are providing rec. for.

Not what the provided rec. are being used for.

To me there is a difference to others it makes no difference

I am sorry David, I don't understand your question.

I may be wrong, but the way that I look at this is, I can have 50 receptacles in that laundry room/area and not worry about a code citation. Because all of them are located in that area. However, the end user may plug in 10 radios, two clock alarms, 1 charger, ...... etc.

take the laundry sink in your picture move it to another room upstairs down stairs outside for that mater you have extended the laundry area by moving the laundry sink to another room altogether. Move the other duplex rec. in the picture to a room that you do steaming of your cloths this to could further extend your laundry area to another location. Should all rec in the rooms associated with laundry be on the laundry circuit or should only rec. designated for laundry purposes be on a laundry circuit.
210.23 Permissible Loads.
Exception: The small-appliance branch circuits, laundry branch circuits, and bathroom branch circuits required in a dwelling unit(s) by 210.11(C)(1), (C)(2), and (C)(3) shall supply only the receptacle outlets specified in that section.

Yes.

Should all rec in the rooms associated with laundry be on the laundry circuit or should only rec. designated for laundry purposes be on a laundry circuit.

Either, it's a design issue.

Look in the ROPs and ROCs, attempts to limit the laundry circuit in the way you'd like it to read have failed.
