Dedicated Microwave Outlet Dead

We moved into a house and removed the above-stove microwave to put in a range hood. There is a dedicated 20amp breaker and outlet in the cabinet where the microwave plugged in. I changed the outlet to a 15amp to run the hood/fan. With the voltage tester (the simple one that just tests for power) showed that the black, white, and ground were hot and the hood didn't work. Breaker never has tripped. I left it alone for a bit. Now that outlet has no power at all. Only three wires to the outlet, black, white, green. No power. Any ideas? Do I need a 20amp outlet on the 20amp breaker? Any suggestions would be appreciated. Thx.
