dedicated space in electric room

I had an inspector tell me that a sprinkler pipe that isn't supplying water to the electric room cannot pass thru the electric room even if it is not violating the working clearances about electric equipment. He said "It's in the code book." I know that I need to keep these type of things out of my space, but not out of the room completely. Can you help me out here?
 
This was the case in the 93 and earlier cycles, it was in article 384.

This has since changed and is no longer the case. You should ask him to show where it is in the code book. Just saying it is "in the book" doesn't carry much weight IMO.

Note; an elevator machine room is a different story.

Proving that something is really not in the code book is not an easy task. But it sometimes helps to point to something that is in the book, and use it as an argument in your favor. The idea is that since this thing is in the book, it would not make sense for that other thing to also be in the book.

In you specific case, I would show the other person 110.26(F)(1). The requirements in that article are essentially what you are talking about.
