I think we've done a terrible job of shedding light on the OPs actual question. I'm no expert but here is a link I found with Google:

As far as I know there are no terminal blocks that are listed. They are all only recognized. Most power distribution blocks are actually only UL recognized as terminal blocks. People routinely use distribution blocks and terminal blocks in assemblies that are not UL listed. Probably in a legalistic sense they should be listed as industrial control panels because they meet the definition of industrial control panel, but for the most part nobody bothers to put a UL508 a sticker on a small box with a handful of terminals in it.
