The open neutral does not appear to be a concern. An open neutral is more likely to occur on a feeder to a separate building. A three wire feeder is permitted, only when the safety ground/neutral conductor (water pipe) is not present.
Backward technology? The more the grounding procedures are changed, more negative problems develop.
