Here's an interesting read on a similar concept, that of "wall space" and the definition of counter tops. It doesn't address whether a bar is a kitchen or not, but it does point out that because it would have a "working surface", the receptacle spacing requirements apply.
 
I don’t agree with that

Where I am, there are two inspections for elevators. Both jurisdictions have conflicting requirements. So if you were to wire an elevator, you would do it one way, have it inspected, then change half of it and have the other AHJ inspect it. Both are fully aware that their own requirements violate those of the other. Yet they cannot sit down over a cup of coffee to discuss it, let alone come up with a compromise. So technically, every elevator in this area is in violation.
 
They also make convection microwave ovens that are > $200.
More like "They don't make convection microwave ovens under $200". I did a quick check of Big Orange, and there was one, count 'em one, at $300. Everything else was north of $400, and they had one model that tipped the scales at $2,500.
