delta 3 ph high leg, use the 208v single pole for lighting ?

A friend's church has every 3 rd space empty because 208 to ground is rarely used. But his question:> "since LED commercial lighting fixtures are rated for 120-277 v, he is thinking on using those spaces for some lighting. If that is advisable, does he use 208 single pole breaker as he hopes to?
 
I would not use it, you would need a single pole straight rated breaker for 240V.
In a 240 Delta building, with a large parking lot, I'd do a 3 pole 240V breaker to the parking lot lights and wire them for 240 L-L, no neutral needed.
That way you can use all 3 phases evenly. However you have to carefully size the circuit.
 
You should not use the high-leg-to-neutral 208v as a source.
