If a panelboard is existing to remain but all the branch circuits are to be demo'ed and you are to safe off and disconnect with removals by others you would still remove conduit/wire out of the panel obviously, correct? To what point?

Conduit /wire remove upto demo point end
 
Those are details that should be found in the contract documents. Have seen a number of different requirements from completely removing all of the branch conduit and wire, to removing the conduit and wire up to ceiling level, and capping the conduit.

I hear ya and most of the time the boiler plate docs says "remove conduit and wire back to source". But it's always qualified in my proposal we safe off and disconnect only with removals by others and that's what is done. With our union labor it's much cheaper for the demo guys or laborers to do it. No selective demo can be treated differently.
