Around here the power company is either going to bring their wiring down the pole to thier lockable dip box an you start from there , or, you're going to have to dig to the pole and leave enough wire and conduit to go up the pole to reach the pads on the pole top xfmr.

Not only that but U-guards have become a thing of the past , and, most are even going as far as putting weatherheads on top of the conduits at the top of the pole.

No access points on the line side of the meter. Not even an LB into the line side of the meter. They aren't to keen on giving away unmetered power.

No service connection until first inspected by the local AHJ, and, that black cloth squirrel protection blanket they wrap around the pole just below the transformers would makes it difficult for you to make the connection yourself without sliding back down the pole.

Lots of regional differences, most of those things don't apply here. Inspection B4 hookup of course, but I typically make the connection. One POCO here is fine with it and actually will send you connectors 🤠. The other one might scold me but whatever.

Only if the meter is the service point. Everything on the load side of the service point is subject to the requirements of the NEC.
That's why I said many cases.

Some POCO's around here owner or his contractor is responsible for supplying a raceway to the meter socket but POCO pulls conductor through it. POCO does typically have their own specifications on what size and type of raceway and how deep (usually more than NEC would require as minimum). The conductor they pull to most things is 4/0 aluminum, even if you only have a 100 amp service. So you still need to provide a 200 amp meter socket for a 100 amp service or will be trouble terminating their conductors. If you have 400 amp service they are likely to only pull a single set of 350 aluminum though. The service point is still the meter socket. The POCO does agree to do any future service/maintenance needed on supply side conductors after the initial install.
