Years ago, I was at a job, a detached building, sub panel fed with 3 wires and no ground rod. My instructor told me to drive a rod. I then began separating grounds and neutrals. My instructor told me "No Steve, in that case you keep grounds and neutrals together." Was he correct ? I have another job like that now.

Yes if it was installed prior to the adoption of the 2008 NEC the neutral was permitted to be used to provide equipment grounding by bonding it. Also you needed to connect to a GES.

And the most important reason is that it only had a 3 wire feed (assuming a non-metallic raceway or no other equipment ground connection to that building). You never want to separate grounds from neutrals if you don't have a separate neutral and ground in the feeder.

The bond needs to remain, just like with a service, and for the same reasons.
