I live 7 miles out in the wilderness. I have a building that I use for shop that I suppose could be exempt from being called a dwelling accessory building. But if it were not my shop could easily be called a 2+ car garage. It has 2 typical residential overhead vehicle doors but if all my contracting things were removed there is room for 4-6 cars easily depending on size of cars. If it were considered a dwelling accessory garage then the light would be required as there is a people access door. There is no city street lights and is very dark at night. If I did not have an automatic light I would likely be going to and from the building in the dark. This is the time when the light is needed the most.

As is I have a photocell controlled light and I do want it on for security purposes but that is outside the scope of the requirements.
 
I would not be surprised if building codes require illumination near personal doors when power is already in the structure.
