The six breakers are likely your service disconnects (i.e. if there is/are no other disconnects w/ocp ahead of them). This enclosure is where your GEC/GES should be bonded to the neutral aka grounded conductor. Anything powered by the six breakers requires an EGC. If it happens to be a panelboard, it is considered a subpanel.
