Diesel fuel dispensing station

Adjacent to a 500,000 gallon #1 diesel tank is the fill area where tanker trucks either fill or are filled by the "big" tank. The motor, switch, light fixture and other components are wired Class I Div 1. Except there is a bell box with a general purpose receptacle which has been added and looks out of place in this environment.
I am familiar with the flash point of gas/diesel. But according to 514.3 diesel in unclassified. But the diesel sites I have visited in several states use explosion proof equipment.
I was hoping to install a junction box containing the data equipment to monitor the fuel level. (The probe is rated Class 1 Div 1 and I probably should use an instrisic barrier for the probe). It would be great if I could use a nema 3R enclosure. Because of a road and tracks (and the containment dike) I can't move the enclosure away from the fill area where the power is. I should probably check with the state electrical board (AHJ). I would appreciate hearing from anyone that has insight in this matter. Thanks.
 
Most folks come here asking how to classify a diesel facility. We usually tell them that Diesel is a Class II combustible liquid and usually doesn?t need to be classified.

That is not the case here. It is very common to over-classify a location. What does the facility?s documentation show? [See Section 500.4(A)] You must install to the documented classification or get it officially documented correctly.

Im sure it was installed that way due to ignorance.
