I have diesel dispenser with diesel tanks.

Would those be considered hazardous location? I looked at 514.3(A) but it says Not handled while Diesel is handled at dispenser. I dont see how this applies.

Could it be anywhere else?

Is says where you can verify that liquids not having a flash point below 38°C, the area shall not required to be classified. Diesel typically has a flash point of 50° or above.
(A) Unclassified Locations.
Where the authority having jurisdiction can satisfactorily determine that flammable liquids having a flash point below 38°C (100°F), such as gasoline, will not be handled, such location shall not be required to be classified.

You should not decide what the location classification is. It should be determined by a qualified person.

Once the classification is made, you can then look at the appropriate NEC sections.

Ask the engineer of record which classification applies.
