Diesel Storage Tank near 400KW Load Bank

A customer is asking me to install a 400KW 8' from an 20' tall, double walled, above ground diesel storage tank that supplies a roll up generator. Would this be considered a dispensing station (ART 500) and require 20' clearance?

The customer claims that their insurance company has signed off on the installation.

Does it dispense anything?

There is not a permanent connection to the generator, but a temp fuel line could be connected in an emergency.
