Difference between 2014 NFPA 70 and 2017 NFPA 70

I am looking at Simple apparatus definition in the 2017 NEC NFPA 70 504.2 and I noticed in the simple apparatus in the 2014 NEC NFPA 70 504.4 section had en extra definition for simple apparatus "An electrical component or combination of components of simple construction with well defined electrical parameters that does not generate more than 1.5 volts, 100 mA, and 25 mW, or a passive component that does not dissipate more than 1.3 watts and is compatible with the intrinsic safety of the circuit in which it is used."
The simple apparatus section of NFPA 70 2017 504.10(D) has been expanded to only say “not exceed the ignition temperature”, with no clear parameters to use like the definition in the 2014 code.
My question is why was the electrical parameters was removed from the Simple apparatus? I want to justifying some components by using simple apparatus so would I need to include electrical parameters in my justification?
