I know I could be wrong about the listing requirement, but I believe that the above requires the cable to be listed for its intended use - ie wet location ?

90.3 'Chapter 8 covers communications systems and is not subject to the requirements of Chapters 1 through 7 unless specifically referenced in Chapter 8'

None of the listing requirements found in 800.179 seem to touch on wet locations.

I also do not a see a specific reference to 110.3(B).

point taken, however, the approval of the listing requirements would be predicated on the conditions of use relative to the listing, so being that the conditions of use are a wet location, it would seem that the listing instructions would necessarily need to be followed that the cabling was intended for use in a wet location (?)
 
Check your local or state amendments. Here, in WA state, it states that all that all Class 2 and 3 wiring and associated raceway must be installed according to chapter 3.

300.5 does say 0 to 600 volts so you might think one thing and the inspector thinks something else but as stated in 90.4 the inspector has final interpretation of the code. I would say he made the right call

90.4 "The authority having jurisdiction for
enforcement of the Code has the responsibility for making
interpretations of the rules, "

That rule was adopted as WA state tried to enforce the burial depth requirements of 300.5 for telecom and coax due to life safety.

I pointed out they were in error.

For a while it was known as the Tom Baker WAC rule.

In my classes I state that section 90.3 is the most important rule in the NEC

That is not an interpretation that is making up rules that do not exist.


90.3 states it clearly.
