Is there a general rule on requirement to install a disco or not
for instance if an ac condensor is two foot from a panel, can panel be used as disco (non fuse requirement)
208 3 phase 30a water heater is 12 feet from visible panel, is disco required?
I am not clear on why some things require and others do not any easy way to know without reading codes in detail TIA

A disconnecting means must be within sight and no more then 50' away.
So a breaker is considered a means of disco i get it, but what is the rule of thumb for what requires a disco

Norm, your question really is "May the OCPD be the disconnect, or is a separate disco required?"

The answer is that the OCPD may be the disco, as long as it meets the requirements of the disco.

Have you checked 440.12(D) ['05]

IMHO, these are not "rules of thumb".
it is not ac units in general I am talking about 240 volt & up compressors, water heaters, ac condensors etc is there a reason for some requiring a disco and some not? sorry for the confusion TIA
