Carnival ride regulations very a lot from state to state (and some states have none, sigh), as does enforcement authority. The breaker might fulfil 525.21(a) as a disconnect means. However, unless the e-stop button is on the operator's panel, it probably doesn't meet safety & health regs. It's not entirely clear where the e-stop button is from your description.
Sorry, I can't help you either. Here the state and the insurance companies inspect the rides. I only inspect the generators and the cables leading up to the rides.
