Disconnect Ahead Of Service Disconnect?

I have a building that is located inside a secure fence line and the utility is requiring the meter to be located outside of the fence, the problem for me is that the AHJ is requiring a disconnect on the load side of the meter right next to the meter outside of the fence.

Normally the service disconnect is located inside of the building, having the service disconnect outside that far outside of the building causes me problems because of numerous ground connections which we normally make to the neutral/ground bus. I am not looking for a debate on these connections we make, just looking for something in the code that would allow for the service disconnect to still be located inside of the building and what should be done at the outside disconnect if this is allowed?

I don't understand the question
The service disconnect inside the building IS on the load side of the meter

Do you mean you are being required to put a disconnect on the LINE side of the meter ?

I typed the original post too quickly and forgot to mention that the he is requiring the disco to be on the load side of the meter right next to the meter outside the fenceline.

He is citing a local requirment.

I think I found my answer in 250.32(B)(2), I will treat this like a building serving a building. I will not require a equipment grounding conductor to be run and install it in PVC, then I will legally be allowed to bond the neutral and ground bus together.

Any thoughts?

Guys,

The simple answer to my problem is if the disconnect on the load side of the meter located outside of the fene line did not exist. I am still getting push back from even PE's claiming that the disconnect has to be there. I am convinced that there is no code that requires the disconnect has to be located out there. Can anyone give me a code section that does require this?

Also what do you guys think of my work around? Will most AHJ's buy into this service feeding a service approach or will they just see neutral-ground bonded together in 2 locations?
