The ATS feeds a main breaker panel. Might the inspector look at that favorably and not require a separate disconnect ahead of the ATS? e/m.

Not compliantly. The service's OCPD may be immediately past the TS, but the service disconnect must still precede it.

Think of the meter as the only equipment that may precede a disconnect; some refer to it as a lump in the service conductors.

I agree with Larry.

The inspector can not approve this following the NEC.

You would need written special permission supplied by the AHJ which is likely not the inspector.

A meter is just one of the items allowed on supply side of the service disconnect.

There is a list of items that can precede the service disconnect, but transfer switches are not on the list.

Ok, we finally decided to install a 200 amp disconnect between the trough and the transfer switch. The area is pretty packed, and to make room for the disconnect I will have to move up the T/S. However my concern now is whether we will be meeting the minimum height from the ground for the disconnect. I could not find at a first attempt, any requirements on this in the NEC. Anyone know what artilce to look under? Thanks, e/m.
 
As long as it is not a mobile home the disconect can sit on the ground if you want....as far as the NEC is concerned.

Thanks Bob, knowing that is really helpful to me, minimizes our need for rearrangement. The home BTW is far from mobile home, it's multimillion $ type, 800 amp service, movie theater, you name it !!

Just a reminder, now that a disconnect is before all the other equipment,

after the disc. will need to be 4 wire, iso neutrals , seperate grounding bus.

Disconnect will be between the CT cabinet and T/S, does that have any bearing? Please let me know and thanks for taking the time. e/m.
