Disconnect for Instant hot for pantry sink

Can I install a disconnect above a drop ceiling that serves for a 30 amp 208v 1/phase instant hot? Is this legal? Under the sink is congested with plumbing and a sewage pump. Breaker box is not with in site for breaker lock. Thoughts

If the insta-hot is above the sink ceiling, I would be ok with the disconnect being up there.
I'm under the impression that the reason for a breaker lock is because the panel is not within sight.
