The handle of the disconnect should be at 6'7" in the on position 404.8
In some cases the disconnect is permitted to be accessible and within sight to equipment which could be more higher than that

That section would also allow a raised platform, or hook stick.

Middle right is a fused disconnect (next step is connecting to the SES - load side, direct to the bus work) The utility company will not put their lock on a fused disconect. Plus the top disco is at the output of a meter they want isolated(able)

Could 4 of those boxes be replaced by 2, with DP DT disconnects, or transfer switch to batteries?

Would those normally have a Center Off position? (I know nothing about PV/Battery)

Short rt angle screwdrivers are found at any hardware store. LL & LR were almost special order even BC
Pulling wire of any size, well that will be different.

Yes, but without a 1-line diagram its difficult to get a visual.

If only one side is fused, its not as simple.
