Disconnect Height?

I'm putting a disconnect above a panel. Theres really no other place to put it, I gotta stay within 25' of a tap. the panel is normal height and the disconnect is about 9'. Im tryn to find where is says disconnects are ok if accessible by a ladder. Thought that was a change in 2002 code. ???

Edit: I was responding based on a service, Is it just an equipment disconnect?

What are you disconnecting?

It's fuseing down to 30a to run a comp for a cooler. The comp is in another room which has a disc switch on it.
