Disconnect in main electrical room for Fire Pump

Is disconnect required in the main electrical room between fire pump and the switchboard? I was under the assumption that the fire pump is considered as separate service even though its conductors are tapped from emergency section of the switchboard. Looked in NEC section 695 and all related other sections but could not verify. Electrical contractor insists that we do need a disconnect since is tapped of a 3000A switchboard and my fire pump conductors are rated for 175A which will mean that I need to follow the 10 foot tap rule.
 
the conductors supplying the fire pump that are tapped from the main are supposed to be covered in concrete or underground and fall under the rules of article 240.21(B)5.

I think you need to read 695.3(A)(1). And check out 230.82(4).
 
Unless it has changed recently, the fire pump tap cannot be in the same section as the main, but can be in the pull section before the main, if so built. And as a previous poster said encased in concrete or fire wall where it is inside the building.
 
If it is not possible or feasable to route wiring to fire pump underground or encased in concrete, a disconnect can be installed next to service equiptment. The disconnect will need to be sized 6 times the locked rotor amps and wired as a service. From load side of disconnect you could use MI cable to Fire pump sized as you would any motor.
