Disconnect required for machinery?

In a warehouse, there will be a 3 phase, 60 amp machine within about 25’ from the service panel in plain sight. Is a disconnect required at the machine location? Thank you.

I was of the opinion that breaker must be lockable but can't find a NEC reference.

That would be the case if it were not in sight.

After I had planned on not installing a disconnect,, the machine installer told me today that I must install a lockable disconnect within 10' of a baler according to ANSI. Another $130 I had not planned for.
