Too bad they did not define primary power -- The only other use of primary power is code text (not including commentary (2-times)) is 626.26 which refers to utility power. I gennerally used the term as voltage feeding a transformer with a secondary voltage on the load side. IMHO the definition of switchgear is intended to decribe a large MDP in which the line voltage is managed to several locations which a transformer is used to send a secondary voltage for use in a structure. A bit more than a simple disconnect.
