Disconnect Switch Requirements

Hi,
1) We have a chiller which comes with a local control panel integrated into it and has circuit breaker as a means of disconnection, but still the local disconnect switch is required by the Engineer. Is it still required by code?
2) I have a motor which runs on VFD. The VFD panel and the motor location is not within the sight from each other. For motors run by other starters such as star-delta, I understand that disconnect switch to be provided, but for the motors run by VFD, the disconnect switch not to be provided. If yes, why? Can anyone provide me code reference?

Code aside, if the engineer specs it, you need it.

Reasons are irrelevant but could include things like local disconnect for replacement of machine or to otherwise ensure no live conductors can even enter the machine (such as the ones that might go to the integral circuit breaker).

1st, In agree with Mac.
(1) That said, for conversation sake, are the controller breakers readily accessible ??

(2) I would think 430.102(B) would apply regardless of the type "starter".
