Can a disconnecting means such as a circuit breaker for a 120vac space heater be out of sight if it is lockable in the open position similar to 430.102?

If you are referring to fixed electric space heating (such as baseboard heat or such), there are a lot of details to consider. See 424.19-424.21.

I should have clarified; the space heater is located within a Nema 7, combination motor starter installed in a CID2 area - on a switchrack. I was looking at sections 430.113 and 110.25 and it looks like an external disconnect is not required as long as the upstream branch CB is lockable.
Thanks to all.
