I think your reading it wrong. Are you suggesting I could feed more than 6 apartments without a main breaker just because they are on outside of building ?

Might be easier if you read 230.40 Exception 1 carefully, then read 230.71(A)
230.40 exception 1 allows many SEC to apartments, and 230.71(A) allows the six hand rule for each set of SEC's
