Disconnecting means

Article 240.24a4 states that disconnect containing fuses or cb are limited to 6ft 7. Does that mean non fused disconnect arent limited to 6ft 7?. It goes on to say that switches containing fuses or cb can be placed nect to equipment exceeding 6ft7. If the switches arent fused they arent allowed next to the equipment? Check out the wording
 
A disconnect switch for a piece of equipment is permitted to be mounted adjacent to the equipment even if that equipment is mounted above 6'7". Take a look at some Home Depot's and you'll usually see a ceiling mounted transformer 20' above the floor with a disconnect mounted next to it.

You're not understanding the wording in 240.24(A)(4). You missed the part where it says that the section is only for switches containing an OCPD so a non-fused disconnect switch is not covered under that section.

240.24 Location in or on Premises.
(A) Accessibility. Switches containing fuses and circuit breakers shall be readily accessible and installed so that the center of the grip of the operating handle of the switch or circuit breaker, when in its highest position, is not more than 2.0 m (6 ft 7 in.) above the floor or working platform, unless one of the following applies:
(1)For busways, as provided in 368.17(C).
(2) For supplementary overcurrent protection, as described
in 240.10.
(3) For overcurrent devices, as described in 225.40 and 230.92.
(4) For overcurrent devices adjacent to utilization equipment that they supply, access shall be permitted to be by portable means.
