Disconnects for duplex

Just gettn opinions. There is a duplex that was once fed by 1 meter that then fed 2 main service breakers that fed each panel from each. The local inspector wants two service disconnects now. How would u bring this up to code? there also is no ground to the panel or for the disconnects due to it being an old installation>Do i need two meters now? do i need to run a ground to each panel?They were 100 amp panels as well .

You state there are '2 main service breakers', but the inspector wants 'two service disconnects'. Why don't the 2 breakers serve as the disconnects?

Also, why is this needing to be done? Has there been some sort of major change in the structure or occupancy to require these changes? Or is the inspector just pulling 'rules' out of the air?

Ask him to cite code number.Your install meets code.Who is paying the electric is the big question or is landlord just splitting it in half ?Metering is a poco issue not nec
 
I agree with Jim. 1 meter is fine depending on how the bill to the poco is to be paid. As far as grounding, you only need an egc from the first means of disconnect, and I would think you would only be required to add that if you were updating some part of the service.

Is the disco located outside or nearest the point of entry for the entire duplex or is there a meter with two main panels that are not grouped?

That changes everything.How did it ever pass to begin with ?They must be grouped together.Willing to bet the second panel was added without a permit.

It appears that you need a main panel near the meter with 2 breakers that feed the tenants panels. Those panels would then become sub panels.
