I guess its how you read the article and the definition. Readliy accessible-capable of being reached quickly for operation, renewel or inspections without requiring those to whom ready access is requisite to climb over or remove obstacles or to resort to portable ladders and so forth. So if its on another floor then "capable of being reached quickly for operation" might not be in compliance so then you would need an additional disconnect or use a breaker lock. Hopefully others will give input as well.
