My guess is a 2-gang switch cover in a raised metal cover.
Since the OP mentioned a divider, I would guess he has two switches with different voltages.

I think those are for use with 2 gang mud rings, they are held in place by a slot in the face of the ring, there is nothing on a raised cover to hold them in place.

Been a while since I actually used any... and I believe you are correct.
