I wonder if one could buy an insulated bus to add to such a panel.
I know they sell insulator kits for ground bars. I have no idea if a ground bar has a continuous current rating.

But more to Don's point, one UL label says use only for service equipment. These labels are usually found in the combination meter socket/panel devices.
