I watched a show on one of the big cable networks and the "sparky" they had hanging an exterior light fixture demonstrated how the wires in the box were too long, so he cut them to about 3/4" long, wire nutted the black and white on to his now 3/4" long ones, then took the fixtures gr wire and wrapped the straps green screw with it, and pushed the cables ground back into the rear of the box. He said "you don't need to use this one".

I saw one where the "electrician" ,and I use that term VERY loosely, was showing how to cut in an outlet under a switch box. The switch was about 52inch off the floor and he cut in an outlet at about 12 inch,then he ran a 14-2 up to the switch from the outlet and low and behold there were two K&T wires in the switch box neither was a neutral, but some how when they came back from a commercial break the receptical worked. I've been doing this a long time but haven't been able to make that trick work, Must have been in the Home Depot DIY book on home wiring made easy.

I was talking with someone in know recently. Let's just call him ... Andy, the Handyman ...

He recently married someone I know, which is how I got to know him. Apparently he's been putting in all sorts of motion sensors, X10 remote controlled goodies, whole 9 yards, in his new bride's home. He mentions that he put a motion sensor switch in his hallway and I'm thinking "Hey, this could be useful information -- I should ask him pointy headed questions". So, I asked if he'd found 3- and 4-way motion sensor switches, because I'm queer for 3- and 4-way switches, and I always use them in halls, and besides 4-ways make me popular with the ladies.

Nope, apparently he hasn't, but "you just need one", and I'm thinking ... not so much.

I'm going to have to take his wife to the side one of these days.

Sad but true yes they can.The homeowner can pull all of the permits for all trades and either do the work themselves or hire someone to do the actual work.They are listed as the contractor for each trade.Not really sure if it is actually legal to use another to do the work, but the inspection process doesn`t require the inspector to find out if the home owner was the one that actually did the work,Only that it meets code standards.

It's legal for a homeowner to pull the permit and then contract with someone else to perform the work if the person they hire is licensed and insured. It's not legal for them to hire an unlicensed person.

Reality is another matter. Most homeowners will hire the cheapest person they can find, and many of the small GC's cheerfully do work that should be subbed to a licensed person.
