Do definitions in article 3 apply to article 2?

They define busbar in article 3, does that definition have the same meaning in article 2? I am under the impression that the definitions in an AR icle pertain only to that article, but at the same time that doesn't make sense.
 
If it affects more than one Chapter it either needs to be in the Chapter 1 definitions or repeated in each Chapter where it is used.
Or else not be defined at all, of course. :)

So then since busbar is only defined in article 3, would you consider a ground and neutral bar in a panel a busbar?
 
Under the common English language usage (the default in the absence of an NEC definition, I think I would.
But given the very large distinction between the neutral bus in a panel providing plug-in neutrals for GFCI breakers and the normal neutral connection bar, I would be tempted to say no.
That makes it an "ask your AHJ" issue if the answer matters.

Yea, I think nec needs to define busbar in article 2.
