I am putting in a generator, the service is going to be changed along with the grounding. Do I have to remove the jumper around the water meter and to the steel if I install a new one?

I would say no. Parallel bonding and GEC's are permitted. The water meter jumper and CEE jumper is still required.

The service of the main will still require the main grounding and bonding of downline circuits.
