do I need a subpanel in a garage

I have a detached garage and the boss wants a lighting circuit and a recpetacle circuit there will only be 3 receptacles 3 lights nothing else. I say we need a disconnect because there will be more than one circuit. The boss says no we don't any code reference

You may use a multiwire branch circuit for your two circuits without a panel.

Dicsconnect it with a two pole switch.

You must use a mwbc if you don't install a panel and have 2 circuits.

I think the the one thing not talked about that its the BOSS, that needs this done!
And I think the one employee suggestion of the week, is it to start saying, "Well boss, When...?!" &/or "We ain't, left yet..."
