Do I need an EGC?

Because it violates 250.24(A)(5) and 250.32.
Excellent references, that show bare neutrals can't touch messengers & raceways, or violate separation of EGC & Neutral (Grounded).

Now see photo's below. Left weather-head service drop, and Right weather-head feeder.

I believe this is Triplex with all insulated conductors, one is marked White (for neutral), and has bonded feeder-side EGC to messenger.

That braded steel messenger does not comply with Table 250.122 for EGC sizing, but it still works, and passed inspection.

They also drove 2 ground rods, barely 6ft apart.

Your boss is describing a peg ground. Edison caused some severe hazards doing this. You can only have one ground connection, one system bonding jumper, unless you create a separately derived system. And from there everything must be bonded. What you describe breaks the bonding, or adds a second system bonding jumper. Either way it’s a Code violation and a safety hazard since there is no low impedance path anymore back to the transformer neutral. So then no way to trip on ground fault,
