Do you have to put outlets above kitchen counter?

How can you get paid in advance for T&M work? In other words, how do you know how much time will be spent?

I run plug mold along the bottom of the upper cabinets, fed with a GFI breaker. Problem solved!

AS long as the upper cabinets are not more than 20" above the countertop... and upper cabinets are installed...

the nice thing about plugmold under the cabinets is that it could be "temporarily removed" and when the house is sold, it could be replaced without a lot of cost, and IMO it would get put back in by the HO sooner than later when they realize how foolish it is to not have receptacles in a spot where they will eventually need them for convenience sake.
