Does a gas furnace require a dedicated circuit?

Regarding 2000 NFPA-70, 422.16(A)

Without specific prohibition, NFPA-70 is regarded as a permissive code, which places burden of proof elsewhere for prohibitions. Especially when appliance supply junctions appear designed for cord & plug attachment, and instructions do not prohibit the cord & plug.

ANSI Z21.47 appears to prohibit cord & plugs without strain relief, but AHJ's must have adopted this standard.

1.18.29
"Line-voltage and safety circuit wiring which is part of the furnace and which is external to the furnace
jacket when all panels are in place shall be protected by metal conduit, metal-clad cable or raceways."

However, the same ANSI standard allows cord & plugs with proper strain relief.

1.18.20
Strain relief shall be provided for all conductors leaving an enclosure. For low-voltage wiring, strain relief at
the point of exit from an enclosure is not necessary if, by wire location or support, protection is provided
against accidental strain. If the furnace is supplied with an external power supply cord handling greater
than 50 Volts then a pull test shall be conducted.

Examples of work that never gets inspected.
a. #0041: The contractor didn't have the proper fittings, so just cut a new access.
b. #0055: The contractor lost the lock nut, so just leave the cord hanging.
c. #0041: The gas company turned off the gas, the owner has no heating.
