Does IRC 2003 allow luminaire box in residential air return?

NEC 300.22b prohibits devices and equipment in cold air returns but this township has adopted IRC 2003. I couldn't find anything in the IRC about devices or boxes in air returns. IRC 2006 E3804.7 prevents nonmetallic covered wire to pass parallel through stud and joist space used for air handling, so it seems that MC cable to a metal box in this 2x6 air handling stud space would meet code?
