Table 220.12 has not changed since at least 1975; none the less, the language of Section 220.12 is quite specific; "for occupancies specified therein shall constitute the minimum lighting load." If an occupancy is not listed in the table, for example a library or medical clinic, is it permissible for the AHJ to select a listed occupancy with a similar lighting level and require the same VA / sq ft?
For example: a clinic consisting of examination rooms, nurse station, and a reception area should have, it seems to me, a lighting level in the neighborhood of an office or bank and more than a dwelling. If T220.12 can not be applied to this occupancy, the lighting load would have to be calculated by the connected load - which is very often far less than the unit loads listed in the table.
