Based on 225.41, does a backyard (ADU, in-law unit) need an emergency disconnect o the outside?

I have no idea of where Google got that but TIA 23-1 has nothing to do with 225.41. Per the NFPA TIA 23-1, Reference: 250.114(3)e and 250.114(4)e.

I find no TIA (Tentative Interim Amendment) related to 225.41 in either the 2020 or the 2023 code.

225.41 was added to the 2023 code by First Revision 7706, in response to Public Input 2913 that sought to add a dwelling unit emergency disconnect rule to 225.31. The panel thought it would be better to have the emergency disconnect rule for one and two family dwellings that are supplied by a feeder in its own section so they created 225.41.
