Doe's the NEC apply to your local electric utility

It does here to service installations in First Energy's service area.

How about your area, does your electric utility by there regulations make the NEC applicable.

Does anyone know of an electric utility in the US that it is not the case?

I know in every local area utility regulations are different. Here First Energy tells me that electrical inspections are part of there annual public utility commission's audit from the state of PA

There is a utility here that install service laterals to the meter. They own it. You cannot apply the utility service drop wire size per NEC 90.2 (B) - If an electrical contractor is running the service lateral NEC applies.
 
same here for residential installations the utility owns the lateral so wire sizes are the utility's and commercial are the customers subject to the NEC
