Does the stripe on urd really make it a grounded conductor

Previous electrician ran urd with egc I want to make it three phase and put Transformer here.
I always feed tape these white so never thought about it.
Seems this strip does not constitute a grounded conductor since it’s not white,grey or three strips

Typical urd we get around here will have a yellow strip for the grounded conductor (neutral). The other 2 will have no markings although have gotten a couple of time one with a red strip. No real consistency. Now if you have MHF, it will have the yellow strip with a solid green colored conductor added for 4 wires. I wouldn't attempt to "re-phase" the yellow stripe.

There is no provision in the code that permits a single strip of any color to be used as the required identification of a grounded conductor. If stripes are used there must be 3 of them and they must be white or gray.
 
I think that the yellow stripe is just there to differentiate it from the other conductors. A turn of white tape makes it code compliant.
