Looking at the pic again, I see you are apparently right that the breaker enclosures are sealed. That would annoy me. They don't do that around here.I would think the utility would want to be involved in the opening of the sealed enclosure,
I would tap after the main breaker, which doesn't increase the size. No reason to do it the other way. May not even be possible.and to approve the additional load added between the meter and the main (or do I have this wrong -sounded like the 60A disco would be tapped between the meter and existing main breaker) which is essentially increasing the size of the service.
