Bennie,
I agree that the specific rules in A, B and C are enforceable. The words "in a neat and workmanlike manner" are not.

Don: I agree, that appearance is not a testament of quality.

I am sure we all have seen some real coyote ugly work.

It is all a judgement call by the beholder.
